An AV Preeminent peer-rated attorney and Kimmel Carter’s managing partner, Larry Kimmel is highly regarded by his peers, opposing counsel, and clients alike. Through his passion, his in-depth knowledge of the law and his persuasive abilities, Mr. Kimmel has amassed an impressive record of settlements and verdicts for motor vehicle accident victims, injured workers, and victims of nursing home neglect, including numerous multimillion dollar settlements.
As a past president of the Delaware Trial Lawyers Association and a former chair of the Workers’ Compensation Section of the Delaware State Bar Association, he played a key role in passing Delaware’s new underinsured motorist laws, raising the minimum bodily injury limits in Delaware, along with other laws that protect the rights of personal injury plaintiffs and workers’ compensation claimants in the First State.
Mr. Kimmel is passionate about serving Delawareans both through his legal work and through community service. As past chair of the Blue-Gold Basketball Board of Trustees, he goes above and beyond to ensure that the annual Blue-Gold All-Star Basketball Games are successful fundraisers for various charities, while also providing unique educational opportunities for the student-athletes involved. Mr. Kimmel is also a founding member and a former co-chair of the Jewish Federation of Delaware’s Ben-Gurion Society, which encourages philanthropy among the state’s young Jewish community.

William R. Peltz is the current President and a named partner in the Newark office of Kimmel, Carter, Roman, Peltz & O'Neill, P.A. Mr. Peltz’s legal practice areas include general matters and civil trial litigation, federal practice, personal injury plaintiffs law, insurance, worker's compensation, and construction accidents.
A gifted negotiator and trial lawyer, Mr. Peltz has argued numerous cases before the Supreme Court of Delaware, the U.S. District Court of Delaware and other high courts. He has a strong record of obtaining impressive settlements and verdicts for injured clients, and he is known for his skill in handling particularly complex personal injury and workers’ compensation cases.

Sean P. Gambogi

Sean P. Gambogi is a partner in the Newark office of Kimmel, Carter, Roman, Peltz & O'Neill, P.A. His practice is focused primarily in personal injury, nursing home neglect and workers' compensation.
Mr. Gambogi is a lifelong Delawarean. He began working with Kimmel Carter as a file clerk and courier while attending Salesianum High School and the University of Delaware. When he continued on to The Dickinson School of Law, he remained with the firm as a law clerk and also served as an intern with The Honorable William W. Caldwell, United States Judge for the Middle District of Pennsylvania.
Since his admission to the Delaware Bar in 2010, he has been an associate attorney with the firm until 2018 when he was promoted to partner. Mr. Gambogi is committed to thoughtfully and effectively representing individuals and families whose lives have been changed as the result of an injury.

Brian S. Legum
PARTNER
Brian S. Legum is a partner in the Newark office of Kimmel, Carter, Roman, Peltz & O'Neill, P.A. His practice is focused primarily on car accidents, wrongful death, workers' compensation, and products liability .
Mr. Legum goes above and beyond to get his clients the compensation they deserve. He understands the stress experienced by those who have been injured, whether in a car accident, on private property or on the job. He works to put clients at ease, while maintaining a clear focus on how to build a strong case against those responsible for their injuries. He is a committed advocate and a skilled negotiator.
Bilingual in Spanish and English, he works one on one with Spanish-speaking clients from their initial consultation to the closing of their case, alongside his fully bilingual support staff. Michael J. Hendee
ASSOCIATE
Michael Hendee is an associate attorney in the Newark office of Kimmel, Carter, Roman, Peltz & O'Neill, P.A. His practice is focused primarily in personal injury, and workers' compensation.
Mr. Hendee was born and raised in New Jersey and he attended Wake Forest University, earning his B.A. in 2002. After college, he studied law at the Delaware Law School of Widener University, earning his Juris Doctor in 2008. While in law school, Mike served as a Student Assistant District Attorney with the Delaware County (PA) District Attorney’s Office in 2007 and 2008. Mike was admitted to the Bar of the State of New Jersey in December, 2008 and the Bar of the State of Delaware in February, 2009.
After law school, Mike served as a Deputy Attorney General in the Delaware Attorney General’s Office from 2008 until 2014. During his time as a Deputy Attorney General, he prosecuted and tried a wide variety of criminal and motor vehicle cases, gaining extensive jury trial experience and appearing in courts throughout New Castle County. From 2014 to 2019, Mike worked for a local civil defense firm where he represented civil defendants and insurance companies, learning how insurance companies evaluate and defend cases. He now uses that experience to fight for his injured clients.

Jennifer previously worked for a nationally-recognized defense firm where she represented insureds and insurance carriers in litigation. Jennifer has litigated a variety of personal injury cases including auto accidents, work accidents, wrongful death and toxic tort cases including asbestos/mesothelioma cases.

Linda L. Malkin

Patrick Wenk is an associate attorney in the Newark office of Kimmel, Carter, Roman, Peltz & O'Neill, P.A. Mr. Wenk obtained his undergraduate degree from Rutgers College. Upon graduation, Patrick served his community as a Delaware State Trooper for 20 years. During his tenure with law enforcement, he became an authority in the Delaware traffic laws. Driving Under the Influence laws inspired him to attend Widener Law School at night while working full time as a uniformed trooper.

Patrick was admitted to the Delaware Bar in 2014, and continued to serve his community as a Delaware State Trooper. Patrick's legal acumen was used in its real life application to train police, attorneys, and judges.

Patrick used his knowledge of the law to develop instrumental policies and procedures for DUI investigations and Motor Vehicle Collisions within the Delaware State Police.

During his career, he progressed through the rank within the Delaware State Police, retiring as a Lieutenant. He is honored to pursue his passion of plaintiff law as an attorney at Kimmel, Carter, Roman, Peltz & O'Neill.

Evan Brown is the newest associate attorney in the Newark office of Kimmel, Carter, Roman, Peltz & O’Neill, focusing his practice on motor vehicle accidents and work-related accidents. Evan was born and raised in Lancaster, Pennsylvania and obtained his undergraduate degree from Washington & Jefferson College. Evan was a collegiate athlete on the wrestling team and a member of the NCAA Student-Athlete Advisor Committee.

Evan worked part-time as a law clerk at Kimmel Carter while earning his Juris Doctor from Delaware Law School where he was a member of the Student Bar Association, Transactional Law Honor Society, Delaware Journal of Corporate Law, and the Winner of the 2022 Annual ADR Negotiation Competition.

Thomas J. Roman is a retired partner of Kimmel, Carter, Roman, Peltz & O'Neill, P.A. Mr. Roman’s practice was focused on general and civil trial practice, insurance, personal injury plaintiffs, workers’ compensation, construction accidents, and products liability. Prior to joining the firm, he served 20 years with the Delaware State Police, acting as its legal liaison officer and retiring with the rank of captain.
Licensed to practice law in Delaware for more than 36 years, Mr. Roman is an experienced and skilled attorney who continued to represent injured police officers and other first responders up until his retirement. He is actively involved in Delaware’s law enforcement community through his activities with Delaware Crime Stoppers and the Delaware Police Chiefs’ Foundation.
Edward B. Carter, Jr.

Edward Carter, Jr. has over 40 years of legal experience, and is a retired senior partner of Kimmel, Carter, Roman, Peltz and O'Neill, P.A. Mr. Carter focused on general and civil trial practice, insurance, negligence, federal practice, workers’ compensation, construction accidents, and products liability.
As an experienced personal injury and workers’ compensation attorney in Delaware, Mr. Carter has a proven track record of achieving favorable results for clients injured as a result of an accident or while on the job. Mr. Carter maintains active involvement in the Workers' Injury Law and Advocacy Group (WILG) receiving the WILG Michael J. Rucka Lifetime Achievement Award in 2022.

Kimmel Carter’s founding partner Mort Kimmel was a highly accomplished and respected attorney with a successful track record of obtaining positive awards for clients throughout the state of Delaware. Mr. Kimmel's practice was focused primarily on personal injury, workers' compensation, products liability, insurance, and construction law. He had tried more than 100 cases and had argued before the Delaware Supreme Court and other Courts of Appeals on numerous occasions.
