We would like to acknowledge the life of Cpl. Stephen Ballard. It has been one year since Delaware lost a great officer and an incredible person. Kimmel Carter has a close relationship with Delaware Law Enforcement, as partner Tom Roman is the former Captain of the Delaware State Police (1978). The news of Cpl. Ballard’s passing was terribly saddening for all of us at Kimmel Carter. We take the time today to celebrate Cpl. Ballard’s life and acknowledge the role he played in our community. Kimmel Carter is so proud to be part of the life of a kind, caring, and strong individual. We will continue to support those who defend our everyday safety.
